1) A break-in occurs at an Avengers' storage facility. Among the items stolen are several pieces of equipment from the likes of Mockingbird, Hawkeye, the Swordsman, etc... along with the Ronin costume. Most notably, whoever did it got in and out without being seen, almost like they knew everything about it.
2) Random appearances by Ronin in various small scuffles across the city, which includes some "team-ups" with various heroes, including some Avengers, who recognize, of course, the stolen stuff. Each time, though, Ronin gets away.
3) They decide to set a string to catch him, which happens to coincide with a time when Anya is visiting Buck, so she helps out. Cornered this time, Ronin is revealed to be... Steve Barton.
When Steve and other!Steve disappeared prior to the reboot, it did, indeed, throw them through time and space. But what it also did was overwrite the other!Steve with a copy of the "real" Steve's personality, effectively turning him into a copy. That is the one who went to the future and came back, not aware he'd ever lived another life. The "real" Steve had been trapped outside of space and time, until some fluctuation in the wall of reality deposited him back into the universe. A universe that, as far as he knows, is just a parallel one to the one he left.
Steve Barton is Ronin... the man without a world.
