"Don't you have enough people that you can yell 'jump' at and get a response? Your soldiers, and you, have to operate inside a set of rules the Government gave you. You can bend them a long way, but you can /break/ them or they'll shut you down, Fury." Donovan says simply.
"There's only two rules I need to operate by and that makes it a lot easier to do my job. I work for you, I've got to adopt your rules and codes and I can't. The law has failed me and a lot of other people enough times that it's just not going to work." he says.
