[sits quietly waiting outside his brother's office for the chief to finish scolding him for that warehouse stunt, and how much danger he's been putting himself in lately. agrees that his brother takes the Madara Uchiha case too hard, but would rather help his brother than lecture him, so once the chief is gone, quietly slips into Hashirama's office, dropping a folder onto his desk.] Here, interrogation reports of one of Madara's men that was captured. As usual, his men are well trained. The guy refuses to talk and within the extent of the law we have no proof he's really done anything wrong, so he's got twenty-four hours left of incarceration before he's released. [knows that isn't what big brother wants to hear, but... at least he isn't scolding him! see, he's a good baby brother.]

[somehow it's more unsettling hearing it from Hashirama than it is from Madara himself. hear it from the bad guy at it could be all talk and no action, but hear it from not only a fellow officer of the law but your own big brother, and it means however it was said was taken seriously, and Hashirama really thinks his life is in danger.]

... You know I won't let that happen, right? Come on, he's just... [been eluding the police for years, outsmarting them at every turn, and has an arsenal of men that just do not crack under pressure.] ... [will just sit down for a moment.]

It's not going to happen. You can take care of yourself and know how to spot any danger that is around, but if you see anything suspicious, you must let me know straight away. I can't take any chances of this being a false threat to get back at me. I need to be sure that you are protected.

Yes. [also said that he was going to do it slowly and painfully too but minor details don't need to be shared.] I don't know if he would be attempting this alone. You know what he looks like, it would be a stupid move to attempt to come at you head on. Be cautious of anyone new that shows up, even people here. [lowers voice although the door is closed. for a man who is that smart to have eluded police for all this time, sneaking someone inside would be plausible.]

[looks around.] Making me feel paranoid, now. [nervous laugh, rubbing the back of his head.] But why...? After all this time we haven't gotten closer to him. We have nothing against him even if we did catch him. We could detain him on circumstantial and for small charges, but nothing that would get him locked up forever.

This time, I don't know. He could have been plotting this for a while and has decided there is significant about now to strike. Maybe we are closing in on something and he is worried and trying to derail it. I can't work this one out at all. [that is bugging him with the amount of hours he has put into going through the files over and over again.]

Well, let's think... We've been more aggressive in his case, capturing his henchmen and questioning them. But with a lack of evidence against them we had to release them, and they were unharmed. [looks thoughtful, picking up the interrogation forms he delivered and scanning over them.] Ah, wait a second... [sits up, looking like he just stumbled onto a CLUE!]

This guy... he refers to Madara by name, but then separately refers to "The Boss." It was always assumed he meant Madara, but... calling someone by their given name, then by a sort of nickname is disrespectful, right? Especially if they really are working by gang hierarchy... [digs through folders on desk, producing another interrogation form, scanning it quickly.] Look, here too. An entirely different guy three months ago did the same thing. [points to it on the paper.] Madara isn't the boss. Maybe we're in the way of that. To exceed to the next level in these hierarchies, usually a very violent act is needed. If he's threatening suddenly to kill me, then... he might be using that to gain more power.

Someone who is higher? [grabs one of the thick wad of files and starts going through interrogation records, seeing it more and more through it. how come he never picked up on this? all this time and he couldn't even point out something as crucial as that.] Who could it be? Organized Crime has a tight watch on all of the top mob bosses and Madara hasn't sighted. I have to go through all these files. There would have been one who has slipped up somewhere that could give us a clue.

If we can find out, maybe they'll turn Madara in somehow. Nobody in the mob wants to lose their power, and if Madara is advancing this fast, then whoever is in charge may want to put a stop to it... [but deflates a little.] But it would still be doing business with the mob. If we take down Madara, someone else will only fill his spot.

Even if he is out of the picture, there is always going to be someone else. No matter what, it is something that can't be stopped but none of them are actively trying to eliminate you. Most bosses will stay out of police business if they aren't provoked. Someone like Madara rising up the food chain this fast, if he is in dealing with them, the attention he is drawing in for himself isn't going to be too pleasing to whoever is higher.

You're right... the bosses want to stay out of police business, so Madara causing a stir within the police rankings is not only risky but stupid. So the boss now... must really hate it. And it seems the henchmen favor Madara since they never rat him out. Whoever is the boss, Madara is taking over.

[can't help but feel all proud that he noticed something nobody else did. if this solves the case, oh man, is going to get such a big ego. but no, no, must be humble. Hashirama would have figured it out, he's sure. he's just stressed because his brother's life is in danger. Hashirama definitely would have noticed under normal circumstances, yep.] Do you think... He would have seen us as a chance to have an inside ally. Evidence goes missing here, turn a blind eye when a key witness does missing.

What would happened if we did? Do you ever get the feeling that they are waiting for it? The captain came down hard on me for what happened at the warehouse, I should have called through backup much earlier, I shouldn't have went in without being wired. It's like they are wanting us to be the scapegoat when it doesn't go the way it should.

I think... they've always been waiting for us to slip up. They can't deny a good policeman when they see it, but they think it's all because of where we came from. To fight crime you have to know crime, right? Acting on your own is more efficient, but... from the chief's point of view, I suppose it looks like you're going rouge. Going alone to a warehouse to meet one of our top criminals, not taking him down in that one glorious shot. Shooting someone does nothing, he had men there that would have taken you down too, and they we'd have nothing. But they don't see that. It's easy to say you'd have taken the shot had it been you in that situation, but in that situation, nobody thinks that clearly.

Even the situation I was in did not matter. Without signal to call them in, guarded on the outside and there could have been snipers positioned anyway in there. Walking into a potential death trap for the sake of information retrieval doesn't matter to them, only that he got away. [circles his fingers into his temple.] This is twice of recent he had escaped while in my company.
