[application]; naruto uzumaki.
Character: Naruto Namikaze.
Age: 18.
PB: Mitch Hewer.
Classification: Blond, jinchuuriki, one of Hokage's favored.
Occupation: Chief of Police. He goes to a lot of meetings, gets to boss people around and make them do stuff, and is only assigned the highest priority cases by Hokage.
Background History: Naruto was born lucky. The creation of a blond and a brunette, he came out looking like his father, a tuft of blond hair on his head and all. That one feature determined the quality of his life, but he still paid for his father's mistake of intermixing with a different caste. Hokage found out about Naruto's mother and used that information to his/her advantage, which became the second feature that determined who and what Naruto would become.
KYUUBI, the latest invention of an ongoing artificial intelligence program called BIJUU, was implanted in Naruto's brain while he was still a baby, with Hokage's assurance that it was completely safe and the most advanced of all BIJUU microchips. What it would do, Hokage said, was give Naruto access to all available knowledge in The City, making him an artificial genius, more or less. Side-effects were said to be minimal, the operation would leave no scars, and Naruto would be closely monitored throughout his life. But Naruto could not be told until the "right time;" Hokage assured Minato he would be told when that time came.
As promised, Naruto's intelligence was incredible from a young age. He was reading on a second grade level by the time he was two, and immediately skipped grades when he entered elementary school at five. Naruto was beginning his internship at the police station when most children his age were at the start of their occupational training period (at fourteen years), fueled by his fascination with detective novels. Though he never got the title of detective, Naruto interned as a police officer until, at sixteen, he became the captain of a police station located in the second district. At seventeen he was promoted directly to Chief of Police and given an office in the first district.
Fame had followed Naruto from birth, being that he was the Yondaime's son. Minato Namikaze, or Yondaime (the fourth spokesperson of Hokage), was always in the spotlight. As such, Naruto had always been in the spotlight, and people had expected much of him. No one (publicly) questioned his genius because it seemed logical the child of such an important figure in The City would be just as exceptional as his father, the man Hokage trusted above all others. His face was on posters, his name in the news, and his life documented: the youngest Chief of Police in recorded history.
The police were a proud bunch. Only blonds could take the title, and they had to climb up from the bottom of the bottom. There were some people who resented Naruto for that, but societal standards kept anything from occurring that was more than hushed, discontent whispers. The first few months Naruto took his position taxed him to the point where he ended up in the hospital with a dangerously high fever that only a straight week of bed rest and sleep could cure. Those fevers didn't happen often, but Naruto had a history of them throughout his life. No one but Minato and Hokage could know that was one of the side-effects of overworking the chip: simple overheating that effected Naruto's entire body.
But he got better, and things went smoothly for him. Upon turning eighteen and becoming legal, Naruto moved out of his father's residence and into his own apartment, which was one of the nicer ones in The City considering the importance of his job. Very near the "city center" of the first district where the capital building is located, Naruto has only a short drive to work. While Naruto is the police chief and is thus in charge of every officer in The City, he works directly under the Yondaime – his father – who works directly under Hokage. Minato is the only person who can order Naruto around, though his word is law only if the orders come from Hokage.
Personality/Likes & Dislikes: Even though the blonds are encouraged to be emotionless, Hokage understands that they are human. The preference of an emotionless countenance doesn't mean that smiles and laughter are prohibited from The City, but that an emotional state doesn't rule the nature of the person who is smiling and laughing. Obviously, there's a very fine line between allowing oneself emotion and having the emotion get the better of a person, but being a good little blond, Naruto finds matters of the heart irrational and decisions made by passion to have the most potential of being faulty.
In everyday appearances he is very easy-going and is quick to offer an acquaintance a smile. Naruto has a good sense of humor and likes to play pranks on his co-workers for his own amusement when things are getting too mundane for his liking. Generally, he is kind to everyone and treats everyone how they expect to be treated, showing varying respect for people depending on their rank. He can be stern when disciplining someone, but doesn't usually yell unless he thinks the situation would be benefited by it.
The blond is very much in control of how he appears to others, and throughout the years has trained himself to think before he acts. However, as any normal human being will, Naruto feels a range of emotions including (but not limited to) joy, fear, and anger, but he usually is able to push it all down before he reacts. If he is unable to, Naruto will refuse to deal with anyone until he has calmed down. In instances of the latter he is, ironically, very hard on himself and feels inadequate. However, he doesn't show this to anyone and acts more confident than he feels. Similarly, if he is feeling over-confident he will usually underplay it and maintain a steady level of outward emotion so he appears to be a model citizen.
The truth is, Naruto is always acting, and constantly tries to improve himself in his own time. In great contrast to his intellectual achievements and genius, Naruto's emotional control is nowhere near as advanced as his mind, and the chip can't help with that. Try as he might, Naruto can't extinguish the whirlwind of emotions he feels in reaction to everyday occurrences. His greatest fear is letting Hokage and The City down, and that fear fuels him. Whether or not that means Naruto has already failed remains to be seen.
One of Nauto's favorite pastimes is eating. He has a particularly large appetite, which is likely because of how many calories he burns using his brain (KYUUBI) all day, but he also just generally loves food. There is almost nothing more satisfying to him than coming home from a taxing day of work and eating on his balcony on nice days as he watches the city lights turn on. His favorite food, if it even needs to be said, is miso ramen, but he also likes most fried foods.
Other than work in his home office, Naruto spends a lot of his time at home playing video games in virtual reality. Many of them are action-oriented, as he loves the thrill of having to think on his feet, but he also has a vast collection of puzzle games that he likes to play when he wants to wind down and relax. Naruto has also made his own puzzle games and published them on the internet, and enjoys when people complain they're too difficult. But when he's not in the mood to play games, Naruto likes reading. He mostly favors fiction on account of how much boring reading he must do for his job every day, but ventures into nonfiction just as much.
What Naruto dislikes the most is being bored. Much of his time is spent building business relationships, and so many people he comes into contact with just aren't on level with his intelligence. Naruto also finds that many blonds are full of themselves when they're really quite stupid and useless, and it's a hassle for him to have to endure their company when he's required to do so. Business parties and toned-down social engagements usually make him want to groan with dismay – and he will in private. However, he always shows up.
The lower castes aren't an intense dislike of Naruto's, but he doesn't much like being near them or working with them. While a police officer and a captain in the second district, he had to deal with brunets on a daily basis, even if it was just walking past them on the street every day when he left the station to go to his car. The second district smells weird, brunet philosophies of life are skewed, and he doesn't like to waste his time. Dirt-hairs are more or less scum to him, but he feels indifferent to them unless face to face with (or working on a case involving) one. Most of the time they disgust him, which has more to do with how they look and smell than anything else. Like many blonds do, Naruto hates germs.
Failure of any kind is also a big dislike. Personal or professional, he has the most potential to have his emotions get the better of him after he has failed. The pressure of Hokage and the whole city counting on him just makes it worse.

Fast Facts
Home: Naruto lives in a high-rise apartment building close to the capital and hustle and bustle of the busiest streets in the first district. While he has no yard to himself, he does have a large balcony that gets as much sun as anyone ever gets in The City. On it, he keeps a small garden. The balcony is open in the warm months (except for during storms), and enclosed during the cold months.
Inside, the décor inside is arranged in a very impersonal style, put together by an interior designer. Naruto has two floors, four bedrooms and four and a half bathrooms. The bedrooms are all on the top floor, with four bathrooms attached to those bedrooms. The half bath is on the main level for guests who aren't staying over.
Naruto's apartment door opens to a foyer, which is attached to a hall that leads to a large area that acts as a sitting room/eating area/kitchen with huge windows. There's another hall to the right where the laundry room and half bath can be found on the right and his entertainment room and (locked) office can be found on the left. Beyond that is a more private dining room and balcony. The stairs to the top floor are in there as well.

Work: For the most part, Naruto lives and breathes work. He puts his all into it because his job as Chief of Police is very important to maintaining The City and also because it's a highly honored job by Hokage. Most of what Naruto's job entails on a daily basis is meetings and doling out responsibilities, which Naruto does as required of him during the hours he's "at the office." However, once he's off the clock he will often partake in investigations that are of interest to him. While Naruto doesn't like people who live in the lower districts, he hates blonds who deviate from Hokage's wishes. Naruto likes going undercover in lower districts and catching blonds in situations that are either illegal (he'll promptly arrest them) or embarrassing. Being eighteen, Naruto has great potential for being a bit childish, and enjoys embarrassing blonds who aren't where they're supposed to be (at a dark-hair strip club, maybe?).
Reputation: Naruto's career is well known around The City. Not only is he the Yondaime's son, but he's the youngest Chief of Police by a wide margin, and didn't claw his way to the top from the bottom like every other chief. There have to be reasons for that, and of course there are, but the real reasons and the rumored reasons (aka Naruto's reputation) are somewhat different. It's no lie that the numbers of dirt-hair executions have gone up under Naruto's watch, and he's known to jail even blonds if he finds anyone stepping too far out of line. Naruto is feared by just about everyone because he has turned the police force into a completely no-nonsense operation. If anyone is suspected of betraying Hokage, they are immediately detained, and he employs torture tactics to get information. That's all fact, but the rumor is that while Naruto gets lower ranking officers to do most of the dirty work, Naruto himself is the real threat. People talk about him being the most ruthless of all, and that if he's ever in an interrogation room he knows the most painful and effective techniques to keep a person just alive while he tries to get information from them. It has been said that he likes killing dirt-hairs as sport. The truth is, Naruto has never killed anyone in his life, nor ever tortured anyone. He does use his gun without reservations when he's out in the field, but only shoots to injure, and only when he thinks it's necessary.
Hobbies: Outside of work, Naruto likes to tend to his plants (a very strange hobby for a blond), play video games (action and puzzle), make video games (puzzle games, then lurk on forums), go to movies, read (mystery novels, biographical nonfiction), eat delicious food, people watch, listen to music, and play pranks.
Strengths: Intelligence (KYUUBI), bravery, loyalty, sense of justice, strategy, element of surprise, humor.
Weaknesses: Sensitivity, lack of common sense, easily trusting, emotion, ego, need to feel acceptance, food, unchecked curiosity, fears of being inadequate and failing, solitude.
Favorite color: White.
Favorite food: Miso ramen.
Allegiance: Hokage.
Relationships:
Minato- father, closest person to him.
Kushina- mother, doesn't know her.
Sakura- thinks she's pretty and that her lack of respect for and fear of him is interesting.
Temari- finds her a suitable candidate for marriage. wants to find out more about her personal life.
Tenten- his servant.
Madara- knows him only online; good debate partner.
Itachi- knows him only online; watching him closely. suspicious of him.
Hidan- thinks he probably has bad blood (that is, a blond and lower caste mix). thinks he's too ruled by his emotions and is irrational, but respects his devotion to Hokage.
more to come....
