That's not a question I can answer with much confidence. With the limited knowledge I have I'd say they're probably an influential group and attractive to those less fortunate, so I bet they have a lot of allies. The majority of the third district may support them, and probably people from the second district also. They could be a threat even if they're not officially with Masenshi.
