He looks genuinely hurt now, she may be on the other side of the law but he doesn't want her hurt if he can help it.
There's fear in her eyes and it just makes him angry. Not at her, but at whoever put that feeling there. "No, it's fine. Don't worry about it." He's both touched and scared that she felt comfortable enough to share that with him. Maybe they had gotten too close, but at the same time he can't make himself regret that entirely.
