If she really wanted to flip them over so she's on top he'd let her. Enthusiastically so, but he's going to take advantage of being on top for the moment.
Seeing what she's going for he moves his hands so they aren't pinning hers anymore and are instead holding him up. He then slowly lowers himself so he can return the kiss. That his chest is pressed to hers and her bra is now on the floor is just a bonus. Intended bonus of course. He's certainly been toeing the line of appropriate all night.
