Public Bulletin: Of Top Importance
The following message has been sent to all phones within the area as well as posted here.

Persons you do not know should be regarded as highly dangerous and should be avoided at all costs. Please use extreme caution when going outdoors. Remain distanced from the third district and wary of the second district. The first district can be your only destination during this time. If you choose to remain indoors the inn insures your security during this time and extra safety precautions have been put in motion. All windows on the lower floors have been safely secured and all personnel entering the building are subject to inspection.

If you meet with or if someone your know is exhibiting behavior including moaning, groaning, limping, sluggishness, poor hygenie, lack of response, and are displaying signs of injury remove yourself from their company immediately and head directly to the first district. If you come in contact with and have received scratches or bites from those exhibiting this behavior do not seek medical attention and please isolate yourself from others and remain barricaded behind locked doors until further notice.

What kind of measures should I take against someone acting in these manners?

As I previously stated, simply remove yourself from their company.

I meant more of, what if they walk into the cafe? I don't think removing myself from their company is going to be a good thing to do if I have other patrons present.

The chances of you running into them there are less than 5%. The cafe's location in the first district make it part of the safe zone, so to speak.

Adding on to the bulletin if I may...

I feel I should also point out that in the event that you have no other choice but to confront the infected, their only weak point is their head. Any other injury inflicted on them may only slow them further, but shooting, decapitation, or extreme amounts of blunt force to the head will be the only way to stop them.

THIS IS NOT A SUGGESTION TO GO LOOKING FOR TROUBLE. This is only information provided in the event that you find yourself in a situation where you cannot escape the infected without coming in direct contact with them. That said, those with little to no weapons experience should focus on avoiding the infected at all costs.

Right now the first district is the safest area. I strongly suggest that everyone head there. Roxas will be opening a portal leading directly to the first district, so anyone needing to travel there should contact either him or me immediately. I also suggest staying out of Crossroads Field or any of the other worlds outside of Traverse Town at this time.

Anyone looking to offer help in either evacuating residents to the first district or wanting to offer help in trying to contain this situation should also see me or Ryuzaki. However, most of you can help just by cooperating with us at this time.

I'd also like to add something.

If you see a portal, please don't go wandering into it without me. There's no telling where you could end up. So please bare me and wait by the portal if you're around the inn and find it, I'll get everyone over there as quick as possible.

If you want to help us, I need to speak with you in person first. We could probably use your help, but I'd rather you didn't get up on the roof and start firing at infectees just yet. We should meet up. I'm in the lobby of the inn. Where are you?

On that note, I would like to point out that you should advise people against shooting the infected unless they are completely positive they are in fact infected. One might commit murder intentionally or accidently in these circumstances and use the excuse that they thought they were infected.

We also do not know if this is a temporary matter or one that will be consistant.

The symptoms are pretty obvious, but this is one of the reasons why I was insisting on people meeting with me first before going out and just trying to shoot them down themselves in an attempt to help. This is also one of the reasons I cautioned all others to only use the information I've provided here in case they were in a situation where they know they cannot escape without coming in contact with actual infected. However, I could be giving people too much credit.

That and those intent on committing murder and using this as an excuse would probably do so regardless of whether I caution them against shooting first and asking questions later or not, so to speak.

Also, I heard rumors of residents picking Halloween costumes for each other earlier. I think maybe it would be wise to place a ban on zombie costumes for obvious reasons.

As for whether this is temporary or not, I wish I had the answer to that. Where I come from, this doesn't just go away, but the infected here almost seem to have taken the place of heartless. I'm not exactly sure what that means right now, but I'm not entirely certain that this is permanent.
