I started seeing the big, wide headbands pop up everywhere since last fall, I think. But only Blair and the Bitches are allowed to wear headbands in Gossip Girl World.
(Going into the winter break, Blair wore headbands every once in a while but when we came back the Bitches became the freaking Headband Mafia. The only two that don't wear headbands are Serena (who doesn't dress like most of the UES anyway) and Georgina (the Evil Eyeliner is her best accessory). Then there's Lily, but it would look kind of ridiculous if the adults were wearing headbands too.)
