Cold kind of annoys him, because the idea of bundling up is just. Not acceptable (you know how easily he shucks off his clothes, Sasuke). But when he is cold, he doesn't like it, so he has to bundle up anyway (or swim, because swimming keeps him warm).
...and he has quite a few blankets.
No, he seriously moved in. :D
Sometimes it isn't, but most of the time? Yeah, it is. Suigetsu is very...orally fixated, ahem.
