If you are looking to talk to Itachi, you won't be able to. If you want to call him, all you will get is a message saying that the phone number is disconnected. If you want to visit Itachi if you are one of the few who knows where he lives, you can knock as long as of you want to provided you get past the security downstairs and there will be no answer.
