The ones under the pickers are the ones picking the costumes and the ones under the picked are the ones getting dressed up by that person. It's in alphabetical order.
For example: Aang picks Mamori's costume. And then scroll down~ Mamori picks Lelouch's costume. So she's getting dressed up by Aang and she gets to dress up Lelouch. Understand? 8D
