Argo was... uncomfortable fighting mind controlled people. He could not use his prodigious strength, and he had no wish to harm someone who did not deserve it.
Instead, he settled for breaking open a fire hydrant and using his powerful hands to direct the spray, pushing people out of the way of harming themselves or his friends.
