Kristoff both listens and examines the files intently. He gets tempted to critique here and there, having been overhauling the Latverian power system so recently himself, but always pauses to take into account how the things Stark has done differently than he would have may indeed work better in larger cities than Kristoff is accustomed. Being a very clever boy, it doesn't take him long to see how some of those things come into play. Practically reverse pollution, in some respects. So he just slowly nods at the different aspects outlined.
