Not always. See, if gives you a safe chance to see how he responds to romantic affection, without him coming back to be angry at you. He'll probably rub it in your face so you'd have to keep acting like it didn't matter. But if he seems to respond positively to it, maybe you could come out and say it was you. If not, then there's no harm in letting it just fizzle out.
