As he sees his daughter, Arthur tries hard not to betray anything, to not show any sign of weakness before the council. Mera, as usual, has gotten him to moderate his views - now he needs to sell this agreement to the council, and that means giving them any edge, or any hint he's seeking special favors for his daughter.
