Right now, there is no low power. There is no careful dissection of situations. Ty is running full power, psychic everything turned up to 11, while something in his brain is working on the dial that skips 12 and goes to 13. So when he hooks on to every diseased, not right brain in the place, and psychic blasts them, its a veritable shock wave that can even be felt by the right and sane minds about.
And suddenly, except for the two of them there, and whoever is deeper within, Arkham Asylum, perhaps for the first time in ages, is a silent, deathly silent place. No maniacal laughter, no taunting, no screams. Silence, and the breathing of the unconscious, possibly comatose inmates.
When the voice comes again, its straining so hard there's cracks in the voice, even through a mindlink.

He sure hopes so, because right now, he can't go anywhere, and the energy just keeps getting stronger.
And Arkham continues to be quiet as a tomb.
