Merlyn finds Green Arrow and debates with himself on what he should do. Killing him and leaving is the /best/ option, because they currently the only two people who know what happened in that station. Merlyn knows he won't tell what happened, but he's got no assurances from this guy.
It would be easy enough to do right now. Just a single shot...no.
Instead, Merlyn makes his way to the other rooftop, keeping his hands in view.
"So you're the new Green Arrow, huh? Were you trained by the last one or did you kill him and take the name?" Merlyn asks. He'll find it funny if it's the latter, considering that he'd done the same to the last Merlyn.
